1.  Call to order, 6:00 p.m.

We began the meeting at 6:07 p.m.  In attendance were the following:  Mike Montfort of KB0SVF, Alf Anderson of W7ALF, Phil Housel of KC7SVI, Dean Alexander of KK6DMA, Monte Simpson of AF7PQ and Dan Ransom of K7MM.

2.  Welcoming remarks

Mike noted that Jason McMillan, Lee Moberg of KI7LEE; Chris of KG6O; Tyler Heinemann of AF7BO and Gordy Gmelin of KK7UA have excused absences this evening.

3.  Ten-minute Talk:  Mike of KB0SVF on ICS Best Practices

Mike of KB0SVF presented some of the information in the “Incident Command System Communications Unit Implementation and Best Practices” manual.  Find this information on the Internet:  http://www.search.org/files/pdf/ICS_COMU_ImplementBestPracticesGuide.pdf .  We viewed page 6 with these personnel roles:

COML

  –   Plans and manages the technical and operational aspects of the

communications function during an incident or event

COMT

  –   Installs and troubleshoots communications equipment

INCM

   –   Manages an Incident Communications Center (ICC), when having the

COML do so would present span-of-control issues

RADO

  –   Staffs the ICC, using radios to receive information and relay messages

THSP

   –   Catch-all term for outside specialists providing expertise to the COML

including amateur radio, computer network technicians, and satellite

communications (SATCOM)

MsgR

–   Physically relays messages to areas not yet served with any

communications system

4.  Reports (please come prepared)

a.  KCACS Manager Jason McMillan

Jason did not attend.  Mike relayed the following:

·     Inventory each station

Please forward the equipment inventory for each fire station.  We must have an accounting of the equipment, especially the equipment purchased with Homeland Security funds.  Serial number, model, model number with any county asset-tracking tag number.

·     Assign every OP to a station

b. Operations Section Chief, Mike of KB0SVF

Mike reported that the badges are changing.  We are adding “Emergency Responder” to the badges, to get you past police lines in case you must cross one to get to your duty station.

c.  Deputy Operations Section Chief, Dan of K7MM

Dan asked if the new www.kcacs.org website was working for you?  There is lots of information here.

Dan reminded us to split the net-control duties on the Sunday voice net.  The real-world experience is that multiple net controls will be the case in an emergency.  Please schedule at least two people to do net control.

Phil of KC7SVI volunteered to take over the leadership of the Bremerton Operational Area.  Phil works with Chris of KG6O right now.  Mike and Phil will contact Jason to complete the application process.

5.  Old business

a.  Frequency list ICS 205

Mike presented the old ICS 205 and the new version of the form on which Lee of KI7LEE and Alf of W7ALF have been working.  The new form has a CERT frequency and the new West Sound Amateur Radio Club repeaters (145.390 MHz, minus, 88.5 Hz, and 444.875 MHz, plus, 88.5 Hz).

Dean reported that there was less attendance, but the Rotary brought in similar money.  There were no major incidents to report.

e.  Comm Vehicle decommissioned

Tom of W7LUU, Dan of K7MM, and Mike of KB0SVF spent the Friday before Field Day, June 23, 2017 removing the equipment from the old communications van.  We placed the material in the back of Jason’s DEM SUV.  Jason said that he would inventory and store the gear.

Mike of KB0SVF reported that there is a trailer that might be used.  Ideally, it would be good to get a retired ambulance, but that will take time.  We would need a generator and power distribution, a bench, and a table.  Mike reported that Mike Gordon has agreed that a comm vehicle is important.  We might be able to get something from DRMO (Defence Reutilization and Marketing Office).

6.  New business

a.  Next Basic EMCOMM class

Mike wants to have the next Basic EMCOMM class in the first week of September.  This would be “all hands on deck.”  Mike will coordinate with Jason on the specific date and report back at the next meeting.  [Editor:  There are 16 hours of class attendance.  Perhaps we could do these on five weeknight evenings?]

b.  Next Leadership Huddle date

Our next meeting is Monday, August 14, at 6:00 p.m. at Station 56, Central Kitsap Fire Station 56, 6470 Seabeck Hwy NW, Bremerton

Our next meeting is September 6, at 6:00 p.m. at the KCDEM EOC, 911 Carver St. Bremerton. 

c.  Next Ten-Minute Talk for the huddle

We discussed CERT communications, FRS and GMRS.  Dean reported that most of the CERT activity is FRS; during the Northridge earthquake, the FRS information relayed on commercial frequencies. 

7.  Announcements

a. HamCram! is coming on October 14

West Sound Amateur Radio Club is giving the instruction for the Technician License, and then a testing (and walk-in testing) on October 14.  Mike stated that teaching these classes helps sharpen his personal knowledge and skills—contact Dan at K7MM (k7mm@arrl.net). 

8.  Good of the order

Bainbridge Flotilla

Dean of KK6DMA talked about the Bainbridge Flotilla.  This is a plan to bring first responders to the island in case of an emergency (because most first responders don’t live on the island).  Mike related that we might need this service for the entire Kitsap peninsula, because we are 95 percent surrounded by water.  Many resources for disaster recovery are across the water.  The Coast Guard will not have time to assist.  We might see some help from the WA National Guard (depots in Poulsbo and Port Orchard).

Assign new blood

Alf of W7ALF spoke reminding us that getting people to train in the field at the fire stations takes more commitment that simply checking in to the Sunday-night net.   We need new blood.  Dan of K7MM mentioned that we should contact and plug in all of the folks from the ACES Basic course this month.

National Night Out

National Night Out is August 1.  Bainbridge Amateur Radio Club will have a table at the Bainbridge Island event.

New PIO?

Dean of KK6DMA has taken the training for the PIO (Public Information Officer) position.  He will forward his request to the county.

Outside antennas for handheld stations

Alf of W7ALF recommended that operators with handheld should use outdoor mobile antennas.  Monte spoke about a project building twin-lead J poles.
